This guide is published by Intellisoft. We run several of the courses used as examples here. · Last updated 16 October 2026
Short answer: for SSG-funded courses such as WSQ courses, Singapore Citizens and PRs aged 21+ can get up to 50% off the course fee, and Singapore Citizens aged 40+ can get up to 70% under the Mid-Career Enhanced Subsidy. Staff sponsored by an eligible SME also get up to 70%. Singapore Citizens aged 25+ can then use SkillsFuture Credit (S$500 base credit) to pay the balance, if they claim on MySkillsFuture before the course starts. Companies can add Absentee Payroll (S$4.50 per hour) and, until 30 November 2026, SkillsFuture Enterprise Credit (SFEC); NTUC members can claim UTAP on the fee they still pay.

Which funding can you get?
| Your situation | Funding | What you pay |
|---|---|---|
| Singapore Citizen or PR, aged 21+, paying yourself | Up to 50% course fee funding | The other 50%, which a Citizen aged 25+ can pay with SkillsFuture Credit |
| Singapore Citizen aged 40+, paying yourself | Up to 70% (Mid-Career Enhanced Subsidy) | The other 30%, payable with SkillsFuture Credit |
| Employee of an eligible SME (Citizen, PR or LTVP+ holder), fee paid by the company | Up to 70% (Enhanced Training Support for SMEs) | The company pays the other 30%, and may use SFEC if it qualifies |
| Employee of a larger company, Citizen or PR | Up to 50% course fee funding; Citizens 40+ up to 70% | The company pays the balance; Absentee Payroll may offset salary cost |
| NTUC member | UTAP: 50% of the fee you still pay, up to an annual cap | The rest, after UTAP is claimed back |
| Foreigner on a work pass | Not listed as eligible for SSG course fee funding | Full fee, unless your employer pays |
These rates are for Tier 2 courses, which include WSQ-accredited courses. Tier 1 courses (such as SkillsFuture Career Transition Programmes) have higher rates. “Up to” means the rate depends on the course and your profile, so check each course.
How individuals pay: step by step
- Check the course is funded. SSG-funded courses carry a course reference starting with TGS, and are listed on the MySkillsFuture portal. If the course has no TGS reference, no SSG funding applies.
- Check you qualify. Self-sponsored learners must be Singapore Citizens or PRs aged 21 or older. You must attend the course, pass the assessment and meet the attendance requirement, usually at least 75%.
- Work out your fee. The training provider shows the nett fee after funding. Fees may be subject to GST.
- Claim SkillsFuture Credit before the course starts. Log in to MySkillsFuture with Singpass, check your balance, find the course, and submit the claim online before the start date. Credit can be used on top of other government course subsidies.
- Pay any remaining balance yourself. NTUC members can then claim UTAP.
SkillsFuture Credit
- Base credit: S$500 for Singapore Citizens aged 25 and above. It does not expire and can be used on courses on the MySkillsFuture portal.
- SkillsFuture Credit (Mid-Career): S$4,000 for Singapore Citizens aged 40 and above. It does not expire, but it is for selected courses only, such as full qualifications from Institutes of Higher Learning, SkillsFuture Career Transition Programmes, Progressive Wage Model courses and Workplace Literacy and Numeracy courses. Most short WSQ courses use the base credit, so check the course listing.
- PRs: the official credit page describes SkillsFuture Credit for Singapore Citizens only.

How companies pay
- SME sponsorship. SMEs that sponsor Citizen, PR or LTVP+ employees can get up to 70% course fee funding on Tier 2 courses (up to 90% on Tier 1). Use the SSG Grant Calculator to confirm which schemes apply to your company and trainee.
- SFEC (SkillsFuture Enterprise Credit). A one-off credit of up to S$10,000 per entity, covering up to 90% of out-of-pocket costs on qualifying enterprise and workforce transformation programmes. Eligible employers were notified by Enterprise Singapore, and no application is needed. According to Enterprise Singapore, the current SFEC expires on 30 November 2026, unused credit is forfeited, and from 1 December 2026 eligible employers can get support under a redesigned SFEC run by SWDA. The programme itself must also be SFEC-supportable, so check before you book.
- Absentee Payroll. For SSG-supported courses, employers can claim S$4.50 per hour, capped at S$100,000 per enterprise per calendar year (rates as of 1 July 2023). You must be a Singapore-registered company, pay the course fee in full, and keep paying the employee’s salary during training. Workfare Skills Support has a separate, higher rate for eligible low-wage workers.
UTAP for NTUC members
The Union Training Assistance Programme gives NTUC members 50% support on the unfunded course fee, which is the amount left after other subsidies, including SkillsFuture Credit. The annual cap is S$250 for members under 40 and S$500 for members aged 40 and above, shared across courses, assessments and selected AI tool subscriptions. Your membership must be paid up before the course, during it and when you claim. You need at least 75% attendance, the course must be on the UTAP-approved list, and you must claim within 6 months of completing it. UTAP does not apply to a course that is fully funded by your company or another source.
Worked example: what three funded courses cost
| Course | Full fee incl. GST | With 70% funding | With 50% funding |
|---|---|---|---|
| Data Analytics & Visualization with Power BI (16 hours, TGS-2026065708) | S$1,090 | S$390 | S$590 |
| ChatGPT, Gemini, Copilot & New AI Tools for Enhanced Productivity (16 hours, TGS-2024043430) | S$817.50 | S$292.50 | S$442.50 |
| Basic-Intermediate Excel 365 (16 hours, TGS-2026066420) | S$545 | S$195 | S$295 |
All figures include GST. A Singapore Citizen aged 25+ with S$500 or more of SkillsFuture Credit could cover the whole nett fee on the Excel course at either rate, and the Power BI course at the 70% rate (S$390). At the 50% rate, S$90 of the Power BI fee would remain.

What to check before you book
- TGS reference. No TGS course reference means no SSG funding.
- Your status. Funding depends on citizenship or PR status and age. Work pass holders are not listed as eligible.
- Timing. Claim SkillsFuture Credit before the course starts. Claim UTAP within 6 months after it ends.
- Attendance and assessment. Funding needs at least 75% attendance and a pass in the assessment.
- Company sponsorship. The employer must be a Singapore-registered company, and for Absentee Payroll must pay the full fee.
- SFEC deadline. The current scheme ends on 30 November 2026.
- Which fee is quoted. Ask whether a fee is before or after funding, and whether it includes GST.

Frequently asked questions
How much SkillsFuture funding can I get at 40?
Singapore Citizens aged 40+ can get up to 70% off the fee for Tier 2 courses, including WSQ-accredited courses, under the Mid-Career Enhanced Subsidy. Tier 1 courses can get up to 90%. Citizens aged 40+ also have S$4,000 SkillsFuture Credit (Mid-Career), but it covers selected courses only.
Can PRs use SkillsFuture Credit?
The official SkillsFuture Credit page describes it for Singapore Citizens only. PRs aged 21+ can still get up to 50% SSG course fee funding on eligible courses, and pay the balance themselves.
Can foreigners get course funding?
SSG course fee funding is for Singapore Citizens, PRs and LTVP+ (Long-Term Visit Pass Plus) holders. Work pass holders are not listed as eligible, so they usually pay the full fee unless their employer pays.
Can I use SkillsFuture Credit and SSG funding together?
Yes. SSG funding lowers the course fee first, and SkillsFuture Credit can then pay the nett fee, because credit can be used on top of other government subsidies. You must claim the credit before the course starts.
Does my company pay or do I?
Either can. If you pay, you use individual funding and SkillsFuture Credit. If your company pays, it uses SME funding, SFEC if eligible, and Absentee Payroll. UTAP does not apply to a course fully funded by your company.
What does a TGS course reference mean?
It is the SSG course reference number for a course approved on the SkillsFuture system, such as TGS-2026065708. A course with a TGS reference can carry SSG course fee funding if you meet the eligibility rules.
Is SFEC still available in 2026?
Yes, until 30 November 2026, according to Enterprise Singapore. Unused credit is forfeited after that date, and a redesigned SFEC run by SWDA is due from 1 December 2026. The credit is up to S$10,000 per entity, covering up to 90% of out-of-pocket costs on qualifying programmes.
How much can UTAP cover?
UTAP gives NTUC members 50% of the unfunded course fee, up to S$250 a year if you are under 40 and S$500 a year if you are 40 or above. The course must be UTAP-approved, and you must claim within 6 months of finishing.
Can Intellisoft help me work out funding for a specific course?
Yes. Call +65 6250 3575 (Intellisoft Systems) or +65 6252 5033 (Intellisoft Training Pte Ltd) and we will tell you which funding applies to the course and your situation.
